一、中華人民共和國已從世界銀行獲得一筆貸款,用于支付世行貸款廣東省欠發達地區義務教育均衡優質標準化發展示范項目的費用,并計劃將一部分貸款用于本次招標后所簽訂合同項下的合格支付。
二、廣東省教育廳(代理機構:中技國際招標有限公司和廣東廣招招標采購有限公司)現邀請合格且有資格的投標人就下列貨物和相關服務遞交密封的投標文件。本次采購共分為7個包(合同),每個包(合同)的內容簡要描述如下:
包1(合同編號GDHWBBT3-01):推拉黑板、多媒體平板電視一體機、實物展臺、音箱及相關服務和5年質保期免費服務,共2515套,項目現場為廣東省潮陽區、潮安區、揭西縣 510所中小學校。
包2(合同編號GDHWBBT3-02):推拉黑板、多媒體平板電視一體機、實物展臺、音箱及相關服務和5年質保期免費服務,共2323套,項目現場為廣東省翁源縣、普寧市372 所中小學校。
包3(合同編號GDHWBBT3-03):推拉黑板、多媒體平板電視一體機、實物展臺、音箱及相關服務和5年質保期免費服務,共2377套,項目現場為廣東省五華縣、廉江市 634所中小學校。
包4(合同編號GDHWBBT3-04):推拉黑板、多媒體平板電視一體機、實物展臺、音箱及相關服務和5年質保期免費服務,共2436 套,項目現場為廣東省海豐縣、陸豐市、惠來縣596所中小學校。
包5(合同編號GDHWBBT3-05):推拉黑板、多媒體平板電視一體機、實物展臺、音箱及相關服務和5年質保期免費服務,共2602套,項目現場為廣東省遂溪縣、雷州市 782所中小學。
包6(合同編號GDHWBBT3-06):推拉黑板、多媒體平板電視一體機、實物展臺、音箱及相關服務和5年質保期免費服務,共2474 套,項目現場為廣東省吳川市、羅定市546所中小學校。
包7(合同編號GDHWBBT3-07):推拉黑板、多媒體平板電視一體機、實物展臺、音箱及相關服務和5年質保期免費服務,共2579套,項目現場為廣東省電白區、化州市775所中小學校。
上述貨物交貨及安裝時間為合同簽訂后120天內。各包具體內容詳見招標文件。
投標人可以對任何包進行投標,但最多不超過3個包。
投標人的資格要求包括:
1.投標人為獨立法人。
2.貨物制造廠商已通過ISO9001國際質量體系認證。
3.對于國內投標人,其所投多媒體平板電視一體機、音箱已取得CCC認證。
4.投標人如果不是所投貨物的制造廠商,須提供制造廠商的授權和5年售后服務承諾書。投標人如果不是所投白板教學軟件的開發商,須提供開發商的授權和5年售后升級、維護服務承諾書。
5.投標人的合同經驗,如下:
(1)投標1個包(合同)的,自2017年11月1日至今,至少成功完成了1個金額不低于人民幣650萬元的合同,該合同項下超過500套設備已經交貨及安裝至少1年。合同的性質和復雜程度應與將要簽訂的合同相似。
(2)投標2個包(合同)的,自2017年11月1日至今,至少成功完成了2個合同,每個合同金額不低于人民幣650萬元,且每個合同項下超過500套設備已經交貨及安裝至少1年,或者至少完成1個合同,合同金額不少于1300萬元,合同中超過1000套已經供貨及安裝至少1年。合同的性質和復雜程度應與將要簽訂的合同相似。
(3)投標3個包(合同)的,自2017年11月1日至今,至少成功完成了3個合同,每個合同金額不低于人民幣650萬元,且每個合同項下超過500套設備已經交貨及安裝至少1年,或者至少完成1個合同,合同金額不少于1950萬元,合同中超過1500套已經供貨及安裝至少1年。合同的性質和復雜程度應與將要簽訂的合同相似。
6.制造廠商的技術能力,如下:
(1)投標1個包(合同)的,自2017年11月1日至今,至少有3000臺 多媒體平板電視一體機已經銷售。
(2)投標2個包(合同)的,自2017年11月1日至今,至少有4500臺 多媒體平板電視一體機已經銷售。
(3)投標3個包(合同)的,自2017年11月1日至今,至少有6000臺 多媒體平板電視一體機已經銷售。
7.投標人的財務能力,如下:
(1)如果投標1個(合同)包,要求最近三年(2017年至2019年)的平均年營業額不少于人民幣0.8億元,且專用于該合同的流動資金或銀行信貸額度不少于人民幣1600萬。
(2)如果投標2個(合同)包,要求最近三年(2017年至2019年)的平均年營業額不少于人民幣1.6億元,且專用于這兩個合同的流動資金或銀行信貸額度不少于人民幣3200萬。
(3)如果投標3個(合同)包,要求最近三年(2017年至2019年)的平均年營業額不少于人民幣2.4億元,且專用于這三個合同的流動資金或銀行信貸額度不少于人民幣4800萬。
8.售后服務能力要求如下:
投標人須保證,為了履行合同,須在項目所在縣(市,區)為用戶提供本地化的5年售后服務。合同簽訂前,應當提供與服務提供商簽署的5年售后服務協議。投標人應當保證收到用戶服務需求后在2小時內響應,修理和更換不超過2個工作日。
三、招標將按照世界銀行2011年1月頒布、2014年修訂的《世界銀行借款人貨物、工程和非咨詢服務采購指南》(簡稱“采購指南”)規定的國際競爭性招標方式進行,符合采購指南規定的所有合格投標人均可以參與投標。另外,請注意其中第1.6段和第1.7段有關世界銀行利益沖突的政策。
四、有興趣的合格投標人如需了解更多的信息,可聯系買方代理機構,也可在2021年3月15日前辦公時間期間(上午8時30分至11時30分,下午13時30分至下午16時30分,周六、日及節假日除外)查閱招標文件,地址附后。
五、有興趣的合格投標人可將購買招標文件的申請遞交到本投標邀請函列明的地址,并支付不可退還費用每包(合同)人民幣100元。付款方式可為現金、支票或電匯。招標文件如需郵寄,需額外支付人民幣50元的郵寄費用,招標文件將采用快遞的方式寄送。
六、所有投標文件須于北京時間2021年3月16日上午9:30或之前遞交到本投標邀請函列明的地址。不允許電子投標。遲交的投標文件將被拒絕。開標將在本投標邀請函列明的地址公開進行。開標日期、時間為2021年3月16日上午9:30(北京時間)。
七、投標文件必須包含投標保證金。投1個包(合同)的,投標保證金為人民幣60萬元;投2個包(合同)的,投標保證金為人民幣120萬元;投3個包(合同)的,投標保證金為人民幣180萬元。

Contract Title: Procurement of the 3rd Batch of High-quality Resources of Ban Ban Tong Teaching Platforms_

1. The People's Republic of China has received financing from the World Bank toward the cost of the Guangdong Compulsory Education Project, and intends to apply part of the proceeds toward payments under the contract for Procurement of the 3rd Batch of High-quality Resources of Ban Ban Tong Teaching Platforms.
2. Department of Education of Guangdong Province of PRC (Agency: China International Tendering Co, Ltd. and Guangdong Tendering Procurement Co., Ltd.) now invites sealed bids from eligible bidders for the following goods and related services. This procurement is divided into seven lots. The contents of each lot are briefly described as follows:
Lot 1 (GDHWBBT3-01): push-pull blackboards, multimedia all-in-one PCs with flat-screen TVs, physical exhibition platforms and loudspeakers, including related services and five-year warranty period of free maintenance. A total of 2515 sets will be supplied and installed in about 510 primary and secondary schools in Chaoyang District, Chao’an District and Jiexi County, Guangdong Province.
Lot 2 (GDHWBBT3-02): push-pull blackboards, multimedia all-in-one PCs with flat-screen TVs, physical exhibition platforms and loudspeakers, including related services and five-year warranty period of free maintenance. A total of 2323 sets will be supplied and installed in about 372 primary and secondary schools in Wengyuan County and Puning City, Guangdong Province.
Lot 3 (GDHWBBT3-03): push-pull blackboards, multimedia all-in-one PCs with flat-screen TVs, physical exhibition platforms and loudspeakers, including related services and five-year warranty period of free maintenance. A total of 2377 sets will be supplied and installed in about 634 primary and secondary schools in Wuhua County and Lianjiang City, Guangdong Province.
Lot 4 (GDHWBBT3-04): push-pull blackboards, multimedia all-in-one PCs with flat-screen TVs, physical exhibition platforms and loudspeakers, including related services and five-year warranty period of free maintenance. A total of 2436 sets will be supplied and installed in about 596 primary and secondary schools in Haifeng County, Lufeng City and Huilai County, Guangdong Province.
Lot 5 (GDHWBBT3-05): push-pull blackboards, multimedia all-in-one PCs with flat-screen TVs, physical exhibition platforms and loudspeakers, including related services and five-year warranty period of free maintenance. A total of 2602 sets will be supplied and installed in about 782 primary and secondary schools in Suixi County and Leizhou City, Guangdong Province.
Lot 6 (GDHWBBT3-06): push-pull blackboards, multimedia all-in-one PCs with flat-screen TVs, physical exhibition platforms and loudspeakers, including related services and five-year warranty period of free maintenance. A total of 2474 sets will be supplied and installed in about 546 primary and secondary schools in Wuchuan city and Luoding City, Guangdong Province.
Lot 7 (GDHWBBT3-07): push-pull blackboards, multimedia all-in-one PCs with flat-screen TVs, physical exhibition platforms and loudspeakers, including related services and five-year warranty period of free maintenance. A total of 2579 sets will be supplied and installed in about 775 primary and secondary schools in Dianbai District and Huazhou City, Guangdong Province.
The period of delivery and installation of the above goods is within 120 days after the signature of the contracts. The specific contents of each lot are detailed in the bidding documents.
The bidder may bid for any lot but up to a combination of three lots stated above.
The qualification requirements of bidders include:
(a) The bidder shall be an independent legal entity.
(b) The manufacturer(s) has (have) obtained ISO9001 International Quality System Certification.
(c) For domestic bidders, Multimedia all-in-one PCs with flat-screen TV and loudspeakers has obtained China Compulsory Certification (CCC).
(d) If the bidder is not the manufacturer of the goods, he needs to provide the authorization of the manufacturer and 5-year after-sales service commitment. If the bidder is not the developer of whiteboard teaching software, he needs to provide the authorization of the developer and 5-year after-sales upgrade and maintenance service commitment.
(e) Bidder's contract experience is as follows:
(e1) For one lot only: at least one contract of not less than RMB ¥6.5 million in which more than 500 sets have been delivered and installed for at least one year and has been successfully completed since Nov. 1, 2017. The nature and complexity of this contract should be similar to that contract to be signed.
(e2) For two lots: at least two contracts of not less than RMB ¥6.5 million each contract in which more than 500 sets have been delivered and installed in each contract for at least one year; or, at least one contract of not less than RMB ¥13 million in which more than 1000 sets have been delivered and installed for at least one year. Each contract has been successfully completed since Nov. 1, 2017.The nature and complexity of these contracts should be similar to those contracts to be signed.
(e3) For three lots: at least three contracts of not less than RMB ¥6.5 million each with more than 500 sets delivered and installed for at least one year in each contract; or, at least one contract of not less than RMB ¥19.5 million in which more than 1500 sets have been delivered and installed for at least one year.Each contract has been successfully completed since Nov. 1, 2017.The nature and complexity of these contracts should be similar to those contracts to be signed.
(f) Manufacturer's technical capacity is as follows:
(f1) For one lot: since Nov. 1, 2017, at least 3000 multimedia all-in-one PCs with flat-screen TV have been sold.
(f2) For two lots: since Nov. 1, 2017, at least 4500 multimedia all-in-one PCs with flat-screen TV have been sold.
(f3) For three lots: since Nov. 1, 2017, at least 6000 multimedia all-in-one PCs with flat-screen TV have been sold.
(g) Bidder's financial capability is as follows:
(g1) If the bidder only bids for one lot the average annual turnover for the last three years (2017-2019) is required to be no less than RMB ¥80 million, and the liquidity or bank credit for the contract is no less than RMB ¥16 million.
(g2) If the bidder bids for two lots the average annual turnover for the last three years (2017-2019)) is not less than RMB ¥160 million, and the liquidity or bank credit for the two contracts is no less than RMB ¥32 million.
(g3) If the bidder bids for three lots the average annual turnover for the last three years (2017-2019)) is not less than RMB ¥240 million, and the liquidity or bank credit for the three contracts is no less than RMB ¥48 million.
(h) After-sales service capability is as follows:
The bidder shall ensure that for the execution of this/these contract(s) the bidder will provide 5-year after-sales services to users in counties (cities, districts) where the project sites are located. Agreements with the service providers for 5-year after-sales services should be provided by contract signature. The bidder shall undertake to respond within 2 hours upon receipt of the service requirements of the users, and the repair and replacement period shall be not more than 2 working days.
3. Bidding will be conducted through the International Competitive Bidding procedures as specified in the World Bank’s Guidelines: Procurement of Goods, Works and Non-Consulting Services under IBRD Loans and IDA Credits & Grants by World Bank Borrowers issued on January 2011 (“Procurement Guidelines”), revised 2014 and is open to all eligible bidders as defined in the Procurement Guidelines. In addition, please refer to paragraphs 1.6 and 1.7 setting forth the World Bank’s policy on conflict of interest.
4. Interested eligible bidders may obtain further information from purchaser's agency and inspect the bidding documents during office hours 8:30 -11:30 am and 13:30-16:30 pm before March 15, 2021(except on Saturdays, Sundays and holidays) at the address given below.
5. A complete set of bidding documents may be purchased by interested eligible bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of RMB ¥100 for one lot. The method of payment will be cash, cheque or telegraphic transfer. If mail order is required, RMB ¥50 for postage is needed and the bidding document will be sent by express delivery.
6. Bids must be delivered to the address below on or before 9:30 am on March 16, 2021 (Beijing time). Electronic bidding will not be permitted. Late bids will be rejected. Bids will be publicly opened in the presence of the bidders’ designated representatives and anyone who choose to attend at the address below on 9:30 am on March 16, 2021(Beijing time).
7. All bids must be accompanied by a Bid Security. For one lot the bid security amount is RMB ¥600,000, for two lots the bid security amount is RMB ¥1,200,000, and for three lots the bid security amount is RMB ¥1,800,000.
